To make steady headways in China's comprehensive land-use planning and basically settle the three control lines including ecological conservation redline, permanent basic farmland and urban development boundary, the Ministry of Natural Recourses held a video conference on the promotion work of land-use planning in the afternoon of October 22. Qi Chunliang, member of municipal bureau party group and deputy director of the bureau, with other key persons in charge of relevant offices in bureau institutions, relevant public institutions under bureau institutions, and country bureaus (or municipal sub-bureaus) attended sub-conferences.
Zhang Bing, director of the Bureau of Natural Resources and Planning presided the conference where such provinces as Tianjin, Inner Mongolia, Jiangsu, Chongqing, Sichuan, Guizhou, Xinjiang and such key cities as Changchun, Hangzhou, Shenzhen and Xi'an presented current provincial (or municipal) progresses achieved in land-use planning, challenges facing them and next steps they'd take while giving focused presentations on the work of delineating three control lines which was expected to be substantially finished by the end of this year. Later, bureau personnel responsible for related affairs addressed response to issues mentioned above. Lastly, Zhuang Shaoqin, party member and deputy director of the Ministry of Natural Resources delivered a speech.
Zhuang stressed that land-use planning should focus on the following four critical aspects. First, we should deeply understand the spirit of the Party Central Committee, profoundly implement new concepts required by the new era, and quickly explore a high-quality new development path oriented by ecological priority and green development. Second, we should stick to both target-oriented and problem-oriented principles, do a good job of "double evaluation" and "double assessment", find out the upper limit of recourse use and the bottom line of environmental quality, and provide support for optimizing land-use planning. Third, we should draw the "three lines" in a comprehensive and scientific manner, accord with the principle of "achieve ecological improvements without reduction in quantity or quality", make appropriate adjustments to the layout of permanent basic farmland, and substantially finish the delineation of "three lines" by the end of this year. Fourth, the land-use planning should supplement the 14th five year plan in giving support to national economic growth while restricting possible ecological impacts by "three lines" control.
Zhuang pointed out that Ministry of Natural Recourses highly valued the work of land-use planning, and will put further emphasis on reforms, give more guidance to local workforce, strengthen professional training, carry out experience and technical exchanges, reinforce industrial construction and management, and provide technical support for a high-quality planning of the land use.
